Les services de l\u2019Office de promotion et de gestion immobili\u00e8re d\u2019Oran (OPGI), peinent \u00e0 recouvrir leurs loyers. Ils sont ainsi quelque 4.000 locataires, qui avaient b\u00e9n\u00e9fici\u00e9 de logements sociaux de 1997 \u00e0 2004, dans le cadre de la r\u00e9sorption de l\u2019habitat pr\u00e9caire, qui refusent toujours de s\u2019acquitter de leurs loyers, causant un grave pr\u00e9judice \u00e0 l\u2019OPGI.<\/p>\n<p style=\"text-align: justify;\">Pour parer \u00e0 cette situation, <a href=\"https:\/\/www.lkeria.com\/locaux-opgi-aadl-chomeurs\/\">l\u2019OPGI vient d\u2019adresser des mises en demeure aux mauvais payeurs<\/a>. L\u2019OPGI a r\u00e9cemment mis en place un plan d\u2019action visant \u00e0 r\u00e9cup\u00e9rer ses cr\u00e9ances cumul\u00e9es aupr\u00e8s de ces 4.000 mauvais payeurs \u00e0 travers le territoire de la wilaya. En cas de refus, les dossiers de ces mauvais payeurs vont \u00eatre transmis \u00e0 la justice. Malgr\u00e9 les facilitations accord\u00e9es par l\u2019OPGI \u00e0 ses clients pour r\u00e9gler leurs factures impay\u00e9es de loyers, l\u2019Office de promotion et de gestion immobili\u00e8re d\u2019Oran enregistre des cr\u00e9ances et ce sont des milliers de locataires qui font la sourde oreille, ce qui cause d\u2019\u00e9normes pr\u00e9judices \u00e0 cet organisme.<\/p>\n<p style=\"text-align: justify;\">Ces derniers auront droit \u00e0 des \u00e9ch\u00e9anciers pour le r\u00e8glement de leurs dettes sur la base d\u2019engagement. Des paiements \u00e0 temp\u00e9rament sont pr\u00e9vus en tenant compte de l\u2019\u00e9volution de chaque cas. En effet, le taux de recouvrement des loyers aupr\u00e8s des locataires de logements g\u00e9r\u00e9s par les OPGI ne d\u00e9passe pas les 35%, a indiqu\u00e9 auparavant un responsable au minist\u00e8re de l\u2019Habitat et de l\u2019Urbanisme.<\/p>\n<p style=\"text-align: justify;\">L\u2019OPGI accorde toutes les facilit\u00e9s aux locataires pour les inciter \u00e0 payer les arri\u00e9r\u00e9s de loyers selon un calendrier et par tranches. Apr\u00e8s l\u2019instauration de ces mesures, l\u2019OPGI d\u2019Oran a pu r\u00e9cup\u00e9rer une grande partie de ses cr\u00e9ances, entre 2009 et 2011. Les cr\u00e9ances qui avaient atteint le pic de 110 milliards de cts, ont recul\u00e9 \u00e0 50 milliards de centimes. Le traitement des dossiers des locataires mauvais payeurs se fait selon un classement \u00e9tabli au pr\u00e9alable par l\u2019office. Il y a d\u2019abord la cat\u00e9gorie des locataires qui accumulent un retard de trois mois de cr\u00e9ances impay\u00e9es, d\u2019autres entre trois et six mois et enfin ceux dont les dettes d\u00e9passent les six mois.<\/p>\n<p style=\"text-align: justify;\">Pour la premi\u00e8re cat\u00e9gorie, des lettres de rappel ont \u00e9t\u00e9 adress\u00e9es \u00e0 tous les locataires, les sommant de se rapprocher des diff\u00e9rentes agences pour s\u2019acquitter de leurs redevances. Pour la seconde cat\u00e9gorie, l\u2019OPGI a mis sur pied des \u00e9quipes de recouvrement dont la mission consiste \u00e0 emp\u00eacher les locataires concern\u00e9s de d\u00e9passer les six mois.<\/p>\n<p style=\"text-align: justify;\">Pour la derni\u00e8re cat\u00e9gorie, une derni\u00e8re mise en demeure leur a \u00e9t\u00e9 adress\u00e9e, avant l\u2019intervention de l\u2019huissier de justice et l\u2019entame des proc\u00e9dures d\u2019expulsion.
