{"id":4262,"date":"2016-12-12T22:10:37","date_gmt":"2016-12-12T21:10:37","guid":{"rendered":"https:\/\/www.lkeria.com\/actualites\/non-classe\/retrocession_des_logements_location_vente_et_oublie_du_lpp_et_lsp\/"},"modified":"2016-12-12T22:10:37","modified_gmt":"2016-12-12T21:10:37","slug":"retrocession_des_logements_location_vente_et_oublie_du_lpp_et_lsp","status":"publish","type":"post","link":"https:\/\/www.lkeria.com\/actualites\/immobilier\/retrocession_des_logements_location_vente_et_oublie_du_lpp_et_lsp\/","title":{"rendered":"R\u00e9trocession des logements location-vente et oubli du LPP et LSP"},"content":{"rendered":"<p>La loi de finance 2017 pr\u00e9voit la r\u00e9duction de la dur\u00e9e d\u2019incessibilit\u00e9 uniquement pour les logements de type location-vente et ce \u00e0 partir du 1er janvier 2017 pour tous les souscripteurs AADL, 2001, <\/p>\n<p><b>La loi de finances 2017 pr\u00e9voit la r\u00e9duction de la dur\u00e9e<br \/>\nd\u2019incessibilit\u00e9 uniquement pour les logements de type location-vente et ce \u00e0<br \/>\npartir du 1er janvier 2017 pour tous les souscripteurs AADL, 2001, 2002 et<br \/>\n2013.<\/b><\/p>\n<p>&nbsp;<\/p>\n<p>Cette mesure permettra aux souscripteurs AADL souhaitant jouir<br \/>\npleinement de leur logement de les vendre ou les mettre en location en payant<br \/>\npar anticipation le restant d\u00fb du prix de cession d\u2019une part, et permettra d\u2019injecter<br \/>\nun certain nombre de logements au parc locatif afin de r\u00e9duire la pression sur<br \/>\nce segment d\u2019autre part.<\/p>\n<p>Mais faire exception pour les logements AADL en r\u00e9duisant la<br \/>\ndur\u00e9e d\u2019incessibilit\u00e9 \u00e0 2 ans sans inclure les autres formules publiques de<br \/>\nlogement est une s\u00e9gr\u00e9gation injustifiable.<\/p>\n<p><span>Si la motivation d\u2019une telle proposition est de faire baisser le<br \/>\nco\u00fbt de la bonification (<a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.lkeria.com\/actualit%C3%A9\/aadl\/augmentation-prix-aadl2-mesure-inutile\">pay\u00e9e par le Tr\u00e9sor Public<\/a>) de ce type de logement, la m\u00eame<br \/>\nmotivation est applicable aux logements LPA (ex LSP) et dans une dimension plus<br \/>\nimportante pour les logements LPP.<\/span><\/p>\n<p>M\u00eame si le nombre de souscripteurs LPP est dix fois moins<br \/>\nimportant que celui du programme location-vente, il n\u2019en demeure pas moins que<br \/>\nle cr\u00e9dit bancaire b\u00e9n\u00e9ficiant de la bonification du Tr\u00e9sor Public est dix (10)<br \/>\nfois plus important dans le cadre du Logement Promotionnel Public.<\/p>\n<p>Dans un souci d\u2019\u00e9quit\u00e9, la r\u00e9duction de la dur\u00e9e d\u2019incessibilit\u00e9<br \/>\naurait due \u00eatre&nbsp;g\u00e9n\u00e9ralis\u00e9e \u00e0<br \/>\ntoutes les formules de logement public b\u00e9n\u00e9ficiant de l\u2019aide de l\u2019Etat sous<br \/>\nforme de bonification de cr\u00e9dit et dont le paiement du prix du logement est<br \/>\nproc\u00e9d\u00e9 par anticipation.<\/p>\n<p>Par ailleurs, la mesure d\u2019incessibilit\u00e9 durant 05 ans des<br \/>\nlogements publics a \u00e9t\u00e9 introduite dans un souci de lutte contre la<br \/>\nsp\u00e9culation.
